You might want to check out the GNU C compiler ported to Win32 by cygnus. 
Currently it is in beta at ftp.cygnus.com pub/sac/win32...
It is a gnu compiler that runs on win nt and win 95, and Steve ( the person 
doing the port ) is building in support for windows programs.
It can already do basic win32 programs.

You can look at the sources and see how he calls the win32 API. I think it 
ends up being pretty clean...

Now, how hard would it be to make djgpp target win32 the same way? Or does it 
even make sense to do so?
