Undocumented Windows? By Andrew Schulman ? I dunno. It's surely incomplete.
I'm afraid there will be nothing left than reverse engineer it.
Maybe you take a look at what the Wine people did.

You are missing the point. If we had an assembler level (int based)
documentation of the Windows GUI API a gcc based Windows API
wouldn't be far off. How else will you be able to implement one
without the MS libraries?

Then you won't need gcc.
