The following is from the DJGPP FAQ list (available as faq102.zip
from the same place you get DJGPP):
 
22.8  Q: I wrote a program using DJGPP.  How can I make it available to
         others?
      Q: I found and corrected a bug in one of the programs distributed
         with DJGPP.  Where should I put it?
      A: If the program/patches are small enough, consider posting it to
         the mailing list or the newsgroup, as uuencoded compressed
         archive (to conserve space).
 
         If the compressed file is larger than, say, 50K bytes, it's best
         to upload it to a public site where everybody can get it.  There
         are two sites which are the usual places to upload contributed
         DJGPP software:
 
          * On omnigate.clarkson.edu, directory /pub/msdos/djgpp/pub,
            which is writable by anonymous.  This site is usually hard to
            get to during business hours (only 5 anonymous users are
            allowed), but you can use background FTP program (see section
            3.6 above) to do it.  (Or you may consider moving to Europe or
            Asia, where you can log in to omnigate when there's night at
            Clarkson; that's what I do. :-)
 
          * You can upload your contribution to DJ Delorie's FTP server
            (ftp.delorie.com), directory /incoming.  This directory is
            write-only, and it gets purged every couple of days, so be
            sure to write to DJ about your upload; he will then move it to
            the /pub/djgpp/contrib directory.
 
         It is best to upload to both these sites.  In any case, please
         send mail to djgpp-announce AT sun DOT soe DOT clarkson DOT edu with a brief
         description of your program/patch.  (The message will get
         reflected to both the newsgroup and the DJGPP mailing list, so
         you don't have to cross-post there, but it also goes to people
         who only subscribe to DJGPP-ANNOUNCE list because they only want
         to get announcements.)
 
         If your program is more than a patch or a beta version, you might
         consider uploading it to SimTel.  If you decide to do it, write
         to Keith Petersen <w8sdz AT simtel DOT coast DOT net> and ask him for
         uploading instructions.
