The current version of Make ported to DJGPP doesn't support SHELL.
Whenever it sees SHELL statement, it calls COMMAND.COM.  If you need
calling another shell, get the Gnuish Make (in the SimTel/vendors/gnu/gnuish
directory on SimTel mirrors).
