Is this a problem in groff 1.09 or in the port of groff 1.09 to MS-DOS?

Using 

troff -mm x

with x consisting of the following intentionally incorrect single line

..gloop

I get the expected 

x:1: warning: `gloop' not defined

However, using

groff -mm x

I get

c:/usr/local/bin/grops.exe:<standard input>:1:fatal error: the first 
command must be `x T'

I understand what this message means, but why doesn't groff output the 
troff error mesages to standard output?

Using groff 1.08 on a BSDI system, I get the expected results, including 
a generated postscript file. I expect that the postscript is an empty 
page, but I have not bothered to look at it.
