I remember originally being confused by this too, and I think I've seen
several other people on the list express confusion.  In this case, it's simply
that there was no change to go32 in maint4, so its version number
wasn't incremented.  

Maybe it would allay such confusion if all elements of djgpp have the
maint number incremented with a maintenance release, even if they haven't
really changed.  It makes sense if one thinks of the maint N number as
the version number of djgpp "as a whole", and not just of the individual
parts.
