Did you by any chance renamed gcc.exe to any other name?  If you
did, then go32 won't find in DJGPP.ENV the section whose name
matches the name of your renamed gcc.

What happens if you put the LIBRARY_PATH into the global section
at the beginning of DJGPP.ENV?  Maybe playing a little with that
file will reveal the cause of the problem.  This works for everybody
else, so something MUST be wrong with your configuration.  (Or maybe
you've just hit a hidden bug in gcc/go32 which is triggered by
something special in your setup.)
