Presumably you mean the Win16 API (in plain old Windows 3.1).  That
doesn't make any sense with DJGPP since it's a 16 bit API, with segmentation
and all that ugly crud.

In any case, there's no need for that since you can run Win32 applications
under Windows 3.1, just install Win32s (which you can get free from
Microsoft's file server).  You'll need it anyway to run Mosaic, if you
prefer that over the other WWW browsers.
