The Windoze issue has been discussed *here* some time ago.
Better take a look at the DJGPP mailing list archive, Anthony.

The (short) answer is:
Work is in progress (mostly by the EMX gang) to enable to build Windoze 
programs with EMX (and DJGPP too). 
To do it, you need copies of RSXWDK1.ZIP and RSXWIN2.ZIP.
