It works as advertised for me, both under QDPMI and Win3.1.
Are you sure you indeed invoke DJGPP's Make?  Borland's
Make was reported to cause troubles like you describe
(probably because it also uses DPMI services).  Maybe
there is another Make program sitting on your PATH before
DJGPP's one?
