Oemacs must use the version of go32 which came in the package.  I rename that
version to go32-oe.exe.  The key line in my .bat file for starting oemacs
reads:
  %HOME%\bin\go32-oe %HOME%\bin\emacs.exe %1 %2 %3 %4 %5 %6 %7 %8 %9
