Well, the maintainer is not.  I have made some mods to the RCS code to
allow symbolic links on DOS and to fix some of the other problems with
using RCS for DOS.  At this point, I am asking if anyone is
interested.  I have a few more changes to make before it is really
viable. 

My plan is to make it interoperate with a Linux machine s.t. the RCS
files can be shared transparently between the two machines.  I need to
put in a ^M filter and a new option for piping the change comment from
a file.
