Go32 (1.12) is not a Windows application but can run in a Windows DOS box.

The situation is the same as Windows.  Both serves DPMI.
Maybe your question seems to be "Can it run as a true PM (Presentation 
Manager) application under OS/2?".  The answer is NO, but can run in OS/2's
DOS session.
