Subject: TZ problems using RCS and ar

I've noticed that times reported using ar and RCS (the version for DOS, from 
the simtel archive) are different.

For example, if I do an RCS operation, it reports the time correctly (in the 
$Log$ for example).  Then if I try to do `ar tv libxx.a' it reports the 
correct time - 5 hours (I think).

I've played with the TZ variable, and have it set to EDT+0 to make RCS work 
correctly.  The TZ variable on the unix machine at uni is set to 
EDT-11EST-10;85/2:00,304/2:00.  I live in Melbourne, Australia.  I have no 
idea what all of this means, so I hope that someone out there does!

If I set my TZ variable at home to this string, neither RCS nor ar report
the correct time.

I'm using djgpp v1.12m2.  I've tried things with and without the zoneinfo
files installed, and they don't seem to make any difference.

Do I have to live with these problems, or can I fix them up?
