Thanks for your comments. 

I definitely have a hardware problem. Setting the low order bits of the 
fp control word to 0xa enables fp error interrupts. This causes my system 
to hang when the interrupt is raised. Apparently this is a known problem 
with certain motherboards. I am contemplating writing to the 
manufacturers of my PC, Highscreen in Germany, about it. 

If anyone knows how to switch the 486dx to interrupt internally rather 
than through IRQ 13 I would be very grateful to learn.
