What environment?  Under OS/2, and perhaps also under Windows, you can't turn
dpmi off.  gdb dies for me under OS/2 when it tries to load a program, but
fsdb works under 1.12maint1 (had some troubles under 1.11).  Finally, when do
you get the error?  While loading or while debugging?
