How silly can you be ...

but of course, it happens because there is a line in /djgpp/djgpp.env that
reads
	+TZ=EST5EDT

Remove this, and all works as I would expect it to. Now, whether that is
a sensible default to apply is another matter ... I would prefer to have
a not-so-US-centric default, and preferably also one that the parsing
routines in ctime.c is able to handle properly! GMT0, anyone ?
