The problem is that some Borland compilers after 2.0 had license agreements
which seemed to prohibit distributing competing compilers and dos extenders.
I've got a copy of one such license in my files, but the restriction seems to
apply only to an irrelevant component (Turbo Vision?).  I've got another
license which has no such restriction.  Early shipments of BC 4 had a very
restrictive license, but I've got a later 4.0 license in front of me, and I
don't see anything in it which would prevent using it to compile a
redistributable go32.  None of my licenses indicate which compiler they apply
to.  When I asked about this in the Borland conference on BIX, the answer was
approximately "the situation is unclear, call our lawyers at xxx-xxx-xxxx".
DJ has stated that one of the goals for the 2.0 release is to remove the
dependence on any commercial compiler.
