Subject: TZ environment variable & RCS

Okay; I *know* this has been asked recently, but bear with me.

I'm using RCS 5.6, compiled with I-know-not-what compiler, though it
may be DJGPP.  If I invoke 'ci' without the TZ environment variable
defined, it complains.  So, I set TZ to be something arbitrary like
-5 (I *think* that's what time zone I'm in: GMT-5 hours).

It still doesn't seem to put the right time stamps in.  Presumably,
I don't know the exact format of the TZ variable.  Could somebody
let me know how that thing is supposed to look?
