Sounds like you never installed the development environment which comes in
the file DJDEV111.ZIP.  The ``execution-only'' environment is only good to
run ALREADY COMPILED programs; you cannot compile with it.  The reason you
have SOME of the header files is that the maintenance releases DJ111Mx.ZIP
include those header files which was changed in those releases, but that is
sheer luck (or a lack thereof) on your part.

Btw when you unzip DJDEV111, be sure to use -n option (so existing header
files are never overwritten), or answer No to the prompts of UnZip asking
whether to overwrite.  If you DO overwrite, you'll have to re-install all the
maintenance releases in sequence after you unzip DJDEV.
