I notice that gettimeofday() is not declared in any header file.  This
function IS implemented in djgpp, it is useful, and it is found on
many UNIX systems.  I suggest we add a declaration for it.

I'd put it in /djgpp/include/sys/time.h, since this header file
declares the structures used by gettimeofday().  If you add this,
don't forget to add the #ifdef __cplusplus stuff around it.
