 OK, here is the problem with the makefile.djg of texinfo:

 All the ``cd'' commands use forward slashes.  This is *very* cruel to those
miserable souls who use the poor old COMMAND.COM.  (Why I use it is another
question, and I don't want to get into this, lest I start another futile
ideological dispute; already I'm sorry that I kept so many people busy by a
simple suggestion.  But I *have* my reasons to work with COMMAND).
 Suggestion: use the SHELL variable to test for active command processor.
