I use dmake, available from plg.uwaterloo.ca.  It is a very
Unix-compatible make utility (plus gazillions of extensions), and, if
I correctly remember comments by the author, has a *very* small
resident image while it's running programs.

(This resolved *much* frustration for me (coming from a unix
background) with commercial DOS make's!)
