To run under Windows you need V1.10.  From this message you are either
running with an older GO32 (find out with GO32 - no params, it will tell
the version) or with V1.10a or higher with "nodpmi" in the GO32 variable.
If "nodpmi" is the problem you need to remove this to work under Windows.
