Not quite.  What you're talking about is an X *server*.  The DV/X
libraries allow you to build X *clients*.

The DV/X libraries are there so that you can create X clients that run
under the DESQview/X operating system (send e-mail to
support AT qdeck DOT com for information on DV/X).  They will not run unless
you are running in the DV/X environment.
