I don't know about SCCS but RCS (Revision Control System) runs well under
DOS. There exists an older DOS port (simtel:/msdos/gnuish/rcs55*.zip) but
the current line in any pub/gnu archive also seems to allow for DOS
deficiences and compiles with minimal change under any DOS c-compiler.
