emx 0.8f (an alternative to djgpp) supports three development models
(E1,E2,E3).  E1 is the model which works under both DOS and OS/2. E2 and E3
work only under OS/2.  E2 is interesting because it mixes unix and OMF
formats. There seems to be a converter from .o to .obj. You could probably
use the conversion tools to create a Phar Lap executable.
