I noticed that somewhere in the release notes for the March beta
release of Windows NT there is mention that the definition of the
executable format is in a file somewhere on the CD-ROM.

There was also a statement that the DOS emulation supports DPMI 0.9
with 32 bit extensions (whatever that means).

If anyone wants a more accurate statement, I can look it up.
