DPMI 1.0 adds more virtual memory features, like the ability to map
memory at 0x7fffffff (the stack) and handle page faults and such.
DPMI 0.9 assumes that when you create a segment of size N, you are
going to use all N bytes of it.  Thus, you can't make a segment of
size 0x7fffffff.
