The most recent version of DEMACS is 1.02.  It can be found at SIMTEL20 in
<MSDOS.DEMACS> or at various SIMTEL mirror sites such as 
    wuarchive.wustl.edu in /mirrors/msdos/demacs
A version 1.03 was beta tested, but never officially released.  The Japanese
authors are working instead on MULE (Multi-Language Emacs) and appear to have
abandoned DEMACS altogether.  DEMACS was compiled with DJGPP 1.04.  If you
want one compiled with a more recent DJGPP, you'll have to do it yourself.
The Japanese authors hacked go32 quite a bit to fix some things that later
were taken care of.  Also, I seem to recall that they hacked the source code
a little in places where DJGPP had no corresponding library routine for various
UNIX system calls.  The recent changes in DJGPP probably eliminate the need
for most or all of these "fixes".  comp.editors.emacs has a monthly FAQ on
DEMACS that you might find interesting.
