GNU make builds response files for a given set of commands (msc link and lib,
pkzip/unzip etc.). It is hardwired but since in comes with sources, one can add
more commands that take @file.

Building a response file with echo, is in many cases not a good idea because
the echo line itself is sometimes too long.  In some make dialects
the "!" can be used for repetition but it is not supported by GNU make.
