What, did he forget about DOSEMU? In many ways, it's better than NTVDM.
It's got LFNs out of the box.

BTW, seriously, I don't understand the distinction between Win9x and
"WinNT" here. Unless we're talking scarcity, I imagine that LFN junk (etc.
etc.) works fine under Win9x. It's obviously not true that NTVDM has less
bugs!
