Yesterday I finally get everything together and initially got into the same problem.
The reason was very simple:
unsigned char __dj_collate_table[256];
need to be changed to
extern unsigned char __dj_collate_table[256];
Which is actually defined in src/libc/ansi/string/strcoll.c and initialized there.
Attempt to set rubbish locale should not change current setting, so that's why my
test software returned all zeroes initially. Please check if it is not your case.
