It's perhaps specific for targets where exeext!="". So probably not only 
DJGPP, but maybe also at least some of Windows targets. Maybe I must file
a bug reports ion Bugzilla and poiont to patches.

Also: I don't have CVS write access for GCC (Copyright assignment is OK).
