Can anyone run make successfully in tests/libc/ansi/time/?

When I try I get:
../../../makefile.inc:11: *** Recursive variable `CFLAGS' references itself (eventuall). Stop.

I'm using make version 3.79.1.


I suspect it the line that reads

xstrftm.exe:	CFLAGS += -Wno-error

that is the problem.
