We should track down which call isn't behaving properly and see if
we can fix it in the libc first.

NTVDM forces the window to a "supported" DOS size.  These were
80x25, 80x43, 80x50 (maybe a few more) which could be handled on
standard VGA.  I've made my "DOS" window 80x50 so the flashing isn't
as obvious - but it still makes the scroll bar go away (I use a large
screen buffer).
