I assume it's the standard listed here:
http://webstore.ansi.org/ansidocstore/product.asp?sku=ANSI%2FISO%2FIEC+9899%2D1999
Though it unfortunately does not specify if it's the Second Edition or
not.

It seems that _all_ IT standards are now $18, even some that were $400 a
year ago.
So buying the PDF is hardly expensive ($18) (depending on local exchange
rates).  Getting a hardcopy edition from your national Standards
Institute can be much more expensive though.
