Changes incorporated into the updated files available at clio :-
    1) Updated DSM files thanks to Richard
    2) Added my DJGPP email account as the contact email adress.
    3) Changed the version  number to 2.13 as this seems to be the concensus
of what it should be

I still need to do the following :-
    1) Run the dsmcheck again to ensure that I didn't make a mistake.
    2) Build the doc package on my old Win 98 box as I have not built Tex
for Win 2K/XP, this shouldn't take a long time (a day or two).
