AFAIU, zero means ``check again at run time''.  But since at run time
you also return zero, I don't know what the application which uses
that will make of it.  Probably ``currently unavailable, but come back
and check later'' or something.  That is not what we want, I think.

Can someone else please glance at the Posix draft and see if I
understand what it says correctly?
