I had hoped someone has a reliable registry of which DOS encoding is
used in which country.

CP866 and KOI8-R are quite different.

Hey, my suggestions were certainly not better than your guesses,
because that web page I took them from was questionable. Until we have
a better source, let's simply take the first list you made, and wait
for people to complain.
