Sometimes they are, sometimes they aren't.  I got tired of having
"make install" fail on me in some directories of some packages (and
from struggling with frequent incompatible changes in Automake), so I
copied that snippet to all the packages I ported.  It doesn't hurt,
because it is all done behind the scenes.
