According to the make 3.79 manual, the order is:

`GNUmakefile', `makefile' and `Makefile'

See this node:

info make 'Makefile Names' 'What Name to Give Your Makefile'

BTW putting "SHELL=/bin/sh" at the start of GNUmakefile fixed the problem
and 'make' now works.
