What do you need to know?  The timezone files don't depend on anything, 
but the other packages (almost every GNU package) depend on them for 
correct time-zone conversions.  Zip, Tar, djtar, bzip2, gzip, and all 
other programs which work with archives are the prime victims of 
time-zone nuisances.
