It won't work for IEEE, not at least legally.

If these 2 individuals are Eli and DJ, anybody in doubt can just ask: Is that correct
for the standard? how the standard defines it? ... No body will say you are breaking
the law because you quoted the standard.
They doesn't like the idea of making something available for an unkown number of
users because then anybody can just say "go there and get a free copy".

The format *is* for printing, in fact .pdf files are normally generated using a
special printer driver which just "prints" to a pdf file.
They distribute magazines in this format (with all the artwork and even
advertisments).
