Yes.  The only change in ioctl since it was written was some
enhancements to the docs.

The main reason for disabling it was that Unix programs which see
TIOCGWINSZ defined assume that the underlying functionality is
supported as well, which in our case it isn't (you will notice that
the Unix-style code for ioctl is completely missing from
src/libc/compat/ioctl/ioctl.c).  I had such problems in GNU Fileutils
and in Ispell.
