That version of termios is not in the current libc, and I'm not sure it 
will ever be.  Daisuke Aoyama, who wrote the code, is nowhere to be 
found, and we cannot used his code in the library without asking for 
permission.

Are the differences significant?  If not, IMHO we need to decide how to 
go about the missing PC keys support and whether to emulate termcap, 
before the decision can be made if upgrading to a later Readline is worth 
our while (for GDB 4.18, that is).
