Thanks for the data, I think I now know what is the problem here.  It's 
not an Emacs bug, it's a bug in the library--it remembers the FILE 
objects frozen inside Emacs when it was dumped.  It's one of those places 
where we should have used __bss_count.

I will check in a bugfix tomorrow.
