This is certainly a possibility.  However, I've seen enough people who
download a single large package, like Emacs or TeX, and don't care for
the rest.  For those, it might be helpful to have a convenient way to
download every auxiliary package that the main package will ever
need.  Many people will not know that by themselves (a person who
wants to use Emacs doesn't necessarily know that e.g. the `man' clone
and Groff are required to display some of the docs).

At the time, I decided to include CWSDPMI and the FP emulator in the
Emacs and TeX distributions precisely because people were downloading
them and expecting them to work without the rest of DJGPP.
