If we would to decide that having less zips is a good idea, there
should be no problem to provide one or two large archives with
everything.

I thought splitting the DJGPP distribution was a deliberate decision,
perhaps because the different packages are much more loosely-coupled
in DJGPP than they are in Cygwin, and because they are all statically
linked.
