Are we really going to have file specs in $DJDIR/lib

There are already problems with this file, djgpp.env from current versions and
egcs-1.1.2, however these are not too serious (direct use of ld.exe where
collect2.exe should be used) . I'm afraid we'll have more serious problems with
egcs-1.2 when it will be released.

specs file belongs to compiler. Therefore the place it should be is compiler
version specific directory instead of $DJDIR/lib
